Ashley R. Shibuya

Ashley R. Shibuya was born in Honolulu, Hawaii and graduated from Henry J. Kaiser High School on Oahu. She graduated from the University of Hawaii at Manoa, where she earned a Bachelor’s degree in English. Ms. Shibuya continued her education at the University of Hawaii at Manoa and obtained a Master’s degree in English, with a concentration in Composition and Rhetoric.

In 2014, Ms. Shibuya earned her law degree from the William S. Richardson School of Law at the University of Hawaii, where she graduated cum laude. During law school, Ms. Shibuya was awarded the highest grade in her Second Year Seminar section and Best Overall Second Year Seminar Paper Award for her paper, which was published in the University of Hawaii Law Review. Ms. Shibuya was also a member of the University of Hawaii Law Review and served as a Casenote Editor.

Following law school, Ms. Shibuya clerked for the Honorable Edwin C. Nacino of the First Circuit, State of Hawaii.

Ms. Shibuya joined Tom Petrus & Miller, LLLC as an associate in 2015 and became a member of the firm in 2021. Her practice focuses primarily on first-party insurance coverage and bad faith defense litigation, in which she has advised and represented major insurance companies in cases involving, inter alia, automobile, homeowners, business, rental, commercial general liability, and umbrella policies. In 2023, Ms. Shibuya was selected for inclusion in The Best Lawyers in America® and Honolulu Magazine for her work in Litigation – Insurance. In addition to insurance coverage and bad faith litigation, Ms. Shibuya has also represented clients in a variety of matters, including third-party insurance defense cases, construction cases, collection matters, and rent renegotiation appraisals.

Ms. Shibuya is a member of the Hawaii State Bar Association and is admitted to practice before all state courts in the State of Hawaii, the United States District Court for the District of Hawaii, and the United States Court of Appeals for the Ninth Circuit.
